As the opener, this track had to establish the core satire cleanly: the policy object is empty, but the behavioural repertoire around it is entirely recognisable. Its place as the first red-side mandate version makes it the clean entry into the whole mirrored structure.

Meaning

The song is about imperative politics detached from substance. It shows that command-form public language can operate perfectly well without semantic grounding, provided the performative cues of seriousness and urgency are in place.
