Summary

Handover closes the release by returning power to its true owner: the continuing structure. The office-holder exits, but the machinery remains. Meaning

The song is about succession as revelation. It shows that the person never fully possessed the power he seemed to hold, because power was always being routed through him toward its next administratively legible continuation.
