This late position is exactly right: the album needed to show not only struggle and frustration, but the eventual settling of those energies into stable arrangement. It also points forward naturally into the theatre-world of Attainted Postures, where such equilibria are performed publicly.

Meaning

The song is about preservation disguised as governance. It shows how institutions convert energy, conflict, and declared purpose into maintainable balance, leaving the office-holder as part of the stabilising mechanism.
